DEPARTMENT OF TRANSPORTATION HAZARDOUS MATERIAL REGULATIONS UPDATE

We have listed below some of the Department of Transportation’s proposed rules that will have an impact on the transportation of hazardous materials. Notable among the proposals are an increase in civil penalties, adoption of special permits into the hazardous materials regulations, a proposed requirement to develop and implement operating procedures for bulk loading and unloading, adoption of more stringent requirements for packages shipped by air, and revisions to the requirements for hazardous material security plans.

IChem One recently attended an informational session with other importers representing approximately 30 companies within the Houston area. The reason for the session was a better understanding of how to comply with the Importer Security Filing requirements that went into affect in January of 2009. The surprise was that while Chem One attended to learn how to better comply and refine our program and how to address issues that we were encountering, most others in attendance were there to find out what the requirement was and how long they had before they had to deal with it. We know that many large national companies have been compliant since day one because some of these companies were used as examples in the session. It seems that other companies we encountered have interpreted the requirement a bit differently. It seems they think that the provision of no penalties assessed for the first 12 months of the requirement is a free pass to delay compliance with the program. The fact is the penalty would be waived as long as the importer was actively attempting to comply with the requirement. A big difference from the intent of the requirement and that as perceived by the other importers.

Chem One had a program in place day one. Yes there are some things being asked for that have been difficult to gather. We have been through a good learning process and are improving our process. Yes it is difficult to wander blindly into new requirements and put forth a best effort to comply with little guidance. However, immediate implementation of such regulatory changes will also have its benefits. We learned that once the one year no penalty phase is up, the timeliness of your start up and the extent to which you have attempted to comply will be used as mitigating factors in any problems an importer may face with the authorities concerning the regulation. In doing this we keep our reputation in good standing with the authorities as well as prevent supply issues before they happen. Most of all, we do not want to disappoint you, our customer, with a delay that we can prevent by proper compliance.

In 2008, DOT published a final rule making a few changes to the Hazardous Materials Table (HMT) at 49 CFR 172.101. These changes became effective on October 1, 2008. The following are examples of entries that were added, revised, or removed:

• Ethanol and gasoline mixture or Ethanol and motor spirit mixture or Ethanol and petrol mixture, with more than 10% ethanol
• Gasoline includes gasoline mixed with ethyl alcohol, with not more than 10% alcohol

In some cases, the change was directly related to the proper shipping name, but in other cases, it impacted some other column(s) of the HMT. To ensure compliance, always consult and follow the HMT in effect at the time of the shipment.

The metal prices have stabilized. We have seen decreases on our Copper Sulfate and Zinc Sulfate however bottoms may be setting in. Both metals are higher now than they were 30-60 days ago. Now is a good time to look at stock.

The dreaded “deflation” word is popping up more in financial articles. Whether we are headed for deflation or simply seeing lower prices from improved supply and lower demand the key point is that we are seeing lower prices on many commodities which can bring you risk. One way to minimize that risk is to purchase from Chem One in 2009 and maintain low inventory levels. We work with our manufacturers to ensure we are receiving market or below market pricing and we turn most of our inventories in 30 days. This means that we have dry inorganic chemicals in stock for our customers at very competitive prices and allow our customers to minimize the risk of market declines and dead stock. Looking at the total cost of a product rather than the raw number will be important this year as prices decline. A price may seem like a bargain, but if you still have the product 90 days later above current market price then it’s no bargain. JIT is our middle name. OSHA Issues Final Rule Clarifying an Employers’ Duty to Provide PPE and Train Each Employee

OSHA published a final rule in the December 12 Federal Register clarifying that in order for an employer to be in compliance, they must provide PPE and hazard training for each employee covered by an applicable OSHA standard. The rule also clarifies that each employee not provided with these measures of protection may be considered as a separate violation and penalties can be assessed accordingly. This revised language is consistent with language in other standards where citations assessed on a “per-employee” basis have been upheld.

The final rule amendments do not add new compliance obligations. Employers are not required to provide new kinds of personal protective equipment (PPE) or hazard training or use a different approach than what is already required. Additionally, employers are not required to provide PPE or training to employees not already covered by existing requirements.

“This technical correction to the PPE standard brings it in line with other OSHA safety and health standards,” Acting Assistant Secretary of Labor for OSHA Thomas Stohler said. “By making this change, those few employers who egregiously violate the OSHA PPE standard can be held fully accountable for violations affecting each employee who is not provided proper PPE. This kind of vigorous enforcement is a vital component of OSHA’s balanced approach to workplace safety and health.”

The final rule becomes effective on Jan. 12, 2009, and applies to OSHA’s rules at: 29 CFR Parts 1910, 1915, 1917, 1918, and 1926.

What a difference a month makes. The discussions on our economy go from estimates on the rate of growth for 2009 to talk about a recession due to the financial crisis that was described as "once-in-a-century occurrence". How does this affect us? On commodities copper metal has dropped over a $1.00 a pound from the $3.00 level it was at thirty days ago. The last time we were at this level was September 2005. This has been providing us with opportunities to use lower cost raw materials for Copper Sulfate and we are indicating it in our pricing. Where will Copper Sulfate prices go? Typically come the start of the new year we see prices rise as we enter the manufacturing season and high demands for copper metal. This may be a good time to secure Copper sulfate. We are seeing some softening on dry inorganic chemicals however a strike in Canada still is putting pressure on Potassium Chloride prices and supplies which is a key component of our potassium based chemicals. As we hear everyday economists are predicting a very slow first two quarters in 2009. These conditions remain a very positive environment to purchase JIT inventory and Chem One can help in that regard. We also turn our most of our inventory in less than thirty days which allows us to offer current market pricing. EPA Revises Definition of Solid Waste to Encourage Recycling Under RCRA

A new final rule under RCRA streamlines the regulation of hazardous secondary materials when they are recycled by reclamation. According to EPA, the regulation maintains strong protection of human health and the environment by limiting the streamlined requirements to specific, legitimate recycling activities.

"Removing barriers to legitimate recycling is good for business and the environment," said Susan Parker Bodine, assistant administrator for the Office of Solid Waste and Emergency Response. "This rule will help conserve natural resources, save energy, and reduce costs."

In October 2003, EPA proposed a regulatory exclusion from the definition of solid waste that would streamline requirements for the recycling of hazardous secondary materials. After evaluating public comments and conducting independent analyses, the Agency published a supplemental proposal in March 2007. This rule finalizes the March 2007 supplemental proposal by establishing requirements for the following:

• Materials that are generated and legitimately reclaimed under the control of the generator (i.e., generated and reclaimed on-site by the same company, or under "tolling" agreements)
• Materials that are generated and transferred to another company for legitimate reclamation under specific conditions
• Materials that EPA or an authorized state determines to be non-wastes through a case-by-case petition process

The rule also contains a provision to determine which recycling activities are legitimate under the new exclusions and non-waste determinations. This provision ensures that only authentic recycling, and not treatment or disposal under the guise of recycling, receives the benefits of these streamlined regulations. In order for a material to be legitimately recycled under these exclusions, the hazardous secondary material must provide a useful contribution to the recycling process, and the recycling must make a valuable new intermediate or final product. Two additional factors also must be taken into account:

1. Whether the recycled material is managed as a valuable product
2. Whether the recycled product contains toxic constituents at significantly greater levels than a non-recycled product made from virgin materials

These exclusions are not available for materials that are considered inherently waste-like; used in a manner constituting disposal; or burned for energy recovery.

The restrictions for the exclusions in this final rule are substantially similar to those contained in the supplemental proposal published on March 26, 2007 (72 FR 14172) with certain modifications regarding:

• Reporting and recordkeeping
• Reasonable efforts required of generators to ensure that their hazardous secondary materials are safely and legitimately recycled
• Intermediate facilities storing hazardous secondary materials for more than 10 days are eligible under the transfer-based exclusion
• Tailoring the financial assurance requirements to intermediate facilities and reclaimers of hazardous secondary materials

The Agency estimates that about 5,600 facilities generating approximately 1.5 million tons of hazardous secondary materials annually may be affected by this rule. The activities most affected are metals and solvent recycling. This action is expected to result in cost savings of approximately $95 million per year for all affected industry sectors.

Our big event in September was Hurricane Ike. Although most of our employees only had to cope with the loss of electricity, gasoline shortages, and tree and fence clean up, some of our employees were not as fortunate. A few employees are still waiting for electricity and others are having to relocate due to house damage. Chem One’s business activities were the least affected. We had electricity to start the week and there wasn’t any damage to the facility itself. Our challenge the first week was to locate trucks to ship products and to wait for the Port of Houston to open. We had no delays bringing products out of Mexico. We were able to book both LTL and truckload carriers to get us through the week. Our biggest advantage is that we store the inorganic dry chemicals that we market. This means our warehouse has the products ready to ship and we aren’t fully reliant on receiving our inbound products. Whether it’s a hurricane or normal operation we have the majority of our products ready to ship that our customers need. We are now back to normal operations at Chem One. Many of our customers expressed concerns to us before and after the hurricane and we thank you for your concerns. Our thoughts are also with our customers and friends in the Houston area that also suffered from this event. Although some of our customers suffered serious house issues we are thankful it isn’t worse than it is.

Regarding the market, copper metal prices declined about 5% in September due to uncertainty on world wide demand. In addition, with it off season we are reflecting lower prices for our Copper Sulfate. Call for quotes.

Will the fourth quarter bring us some relief on pricing? Its very difficult to say what will happen on the raw materials that affect us such as Sulfur, Potassium Chloride, and Phosphoric Acid. Strikes in Canada on Potassium Chloride impact pricing and supply. Although we are getting by at reduced volumes of Potassium Hydroxide Flake and Briquettes, we can not fill the extra inquiries we are receiving. Our first focus is to long term, regular customers. We have maintained that philosophy on all our products that have been tight. When customers commit to us, we commit first to them. This year that allocation has included Magnesium Sulfate, Manganese Sulfate, Sodium Acid Pyrophosphate, Sodium Hexametaphosphate, Sodium Metabilsulfite, Sodium Sulfite, Sodium Hydroxide, Sodium Nitrate, Sodium Sulfide, and Sodium Tripolyphosphate. Regardless if we are your main source or supplement your needs considering Chem One for all or part of your 2009 needs can lower your risk in securing dry inorganic chemicals. The Texas Commission on Environmental Quality (TCEQ) has launched a new statewide program website for recycling computer equipment, TexasRecyclesComputers.org, giving Texans a simple way to find the recycling options their computer manufacturer’s offer. This is especially important as many of us in south Texas currently have a lot of electronic equipment to dispose following Hurricane Ike.

"The goal of the program is to give Texans an easy way to recycle the used computer equipment they have been storing in their closets and garages for years," said TCEQ Executive Director Mark Vickery. "The most effective way to reduce the environmental impact of computer equipment is to help ensure it is reused or recycled."

The program, created by House Bill 2714 in the 80th Legislative session, requires computer manufactures that sell in Texas, to offer consumers convenient, free recycling on their brands of computer equipment. Program details and information on how Texans can recycle certain used computer equipment, as well as a list of manufacturers and their recycling programs, will be available on TexasRecyclesComputers.org.

Used computer equipment is a rapidly growing source of waste in Texas and across the country. EPA estimates that in 2007, 53 million computers became obsolete, as well as 35 million monitors and 82 million mice and keyboards. Many consumers store used computer equipment rather than throw it away: The EPA estimates about 68 million used computers and 42 million monitors were in storage as of 2007. The new program complements already available resources. Used computers can potentially be reused, as-is, and offered to schools or nonprofit organizations. Circuit boards, microchips, and other components found in used computer equipment can be recovered and reused in other electronics products. Also, metals such as copper and gold can be extracted from used computer equipment and recycled.

The first two weeks of August saw commodities begin to fall with the rise of the dollar. As we close out August that trend has been reversing. Commodities, including copper, are rising again as the dollar falls. As inflation rises investors move into commodities. Besides the demand for the metals, watch inflation and the dollar and you will know where the metals are going.

August brought us some relief on diesel prices, however projections are that the price of oil will rise again and the relief may be short lived. As we move into September, China should begin to operate on a more normal basis with the end of the Olympics however it is unclear if some plants will remain closed due to pollution concerns. Sulfur remains high and labor strikes in Canada affecting Potassium Chloride will put pressures on potassium inorganic chemicals. Fortunately our source is not on strike, but we could still see the impact of strikes on these chemicals. Our focus has been to maintain supply during these volatile times and that will remain our focus.

EPA announced a pilot project that allows regulated facilities nationwide to self-disclose environmental violations in a secure environment on EPA’s website under the Agency's audit policy.
This electronic self-disclosure system, or eDisclosure, should reduce transaction costs for companies by ensuring that each disclosure contains complete information.

Under the pilot, regulated facilities nationwide will be able to use eDisclosure to disclose violations of the Emergency Planning and Community Right-to-Know Act (EPCRA) (for example, failure to submit toxic chemical release forms to EPA’s Toxic Release Inventory). Regulated facilities located in Arkansas, Louisiana, New Mexico, Oklahoma, and Texas will be able to disclose violations of all environmental laws. Based on results of the pilot, EPA will consider expanding eDisclosure to other states in the near future.

EPA’s audit policy provides incentives to companies that voluntarily discover, promptly disclose, and correct and prevent future environmental violations. EPA may reduce or waive penalties for violations if the facility meets the conditions of the policy. EPA will not waive or reduce penalties for repeat violations or violations that resulted in serious actual harm.

Since 1995, more than 3,500 companies have disclosed and resolved violations at nearly 10,000 facilities under the audit policy.

Many dry inorganic chemicals remain in tight supply due to high demand and disruptions in China. The high costs of phosphate rock and Potassium Chloride continues to drive up prices. At this stage maintaining supply seems to override price issues and our focus has been diversifying sourcing to meet our customers needs. With that said, our prices remain very competitive in today’s unstable environment. We continue to stock most of our chemicals however those customers that can give us commitments will have products when they need them.

Copper metal is now trading more in line with June’s average pricing after a spike to yearly highs in early July. The current level is now more in line with last July’s prices. The expectations are for some downward pressure as seasonal factors kick in, however most are projecting higher prices in 2009 and beyond. Copper Sulfate follows the copper metal market due to the raw material used in production. This year energy and Sulfuric Acid prices have also contributed to higher Copper Sulfate prices.

The Department of Transportation’s (DOT) Pipeline and Hazardous Material Safety Administration (PHMSA) is hosting a public workshop to identify and discuss strategies for meeting emerging hazardous materials transportation safety challenges. The workshop will focus primarily in the development of innovative safety solutions that provide the DOT, other federal agencies, state agencies, the regulated community, and emergency response organizations with flexible tools to manage and reduce safety risks. The workshop will provide an opportunity for PHMSA and its stakeholders to discuss the future direction of the hazardous materials transportation safety program and will focus on three broad themes:

1) Safety, Risk Reduction and Integrity Management.

2) 21st Century Solutions: Using New Technology for Improved Safety Controls/Improving Safety Controls for New Technology.

3) Achieving Balance and Effectiveness--Consistency and Uniformity.

The workshop is scheduled for July 31, 2008, starting at 8:30 a.m. at the U.S. Department of Housing and Urban Development Conference Facility, 451 7th Street, SW., Washington, DC 20410.

Another quarter behind us and half way through the year. Incredible! What is incredible are the market changes that we have seen this year. Although the magnitude of the price changes has shocked us all, some of the market changes have not surprised us. We were able to plan accordingly for many of these changes and this enabled us to maintain stock of most of our inorganic chemicals. Call for availability and prices. Prices are always important however in this environment supply is the main issue and those that plan with us will have the best chance to secure the chemicals that they need.

Rising prices due to phosphorous, potassium chloride, sulfur and energy continues to be the topic of the day as does the scarcity of chemicals that require those raw materials. Copper metal has traded in a narrow range most of June after dropping from the Spring highs resulting in steady Copper Sulfate prices. Copper started to rise towards the end of June and could close up 5% from the end of May. July projection is for demand to ease on the metal due to China’s summer slowdown but then may pick back up.

What will the next six months bring us? Higher inflation? Additional tightness of inorganic chemicals or a return to more normal supplies? Sliding into recession or maintaining slow growth? The election of a new President bringing policy changes? Although we don’t have all the answers it’s always wise in volatile times to buy JIT. On June 23^rd the US Department of Homeland Security began the process of advising all 32,000 Top Screen submitters of their facilities preliminary tier rating.  Of the 32,000, 7,006 facilities have received risk tiers.   

Depending upon which tier rating a facility has been assigned will determine the deadline to submit the “SVA” (Security Vulnerability Assessments).  These deadlines are as follows;

Tier I – 90 days
Tier II – 120 days
Tier III – 150 days
Tier IV – 180 days

If assigned preliminary tier 1 through 3 a facility will be required to use the “CSAT” (Chemical Security Assessment Tool) online to submit SVA.  Tier 4 will be able to submit an alternate security plan as long as it meets certain criteria defined by DHS. Business owners cleaning up damage caused by recent flooding may find hazardous chemicals that are damaged or unusable. These chemicals should only be cleaned up by workers trained in proper procedures. Always work in a well-ventilated area and wear protective garments and emergency breathing apparatus, if necessary. Most importantly, do not combine chemicals.

Spills or waste should be placed in containers. Waste chemicals should be separated from other debris. Mark the outside of each container with the name of the product and the potential hazard. Regulated hazardous wastes should also be marked "hazardous waste."

Those currently in Missouri seeking resource referrals or non-emergency help, as well as those wanting to volunteer, are urged to call 211. The 211 Service is now available for most areas of Missouri and helps citizens with disaster information and referrals. In areas where 211 is not operational, citizens may call 800-427-4626. We want to stress to everyone to call on prices. The market is so volatile that you can’t assume the price you last paid is the price of your next order. This includes prior quotes, price lists, etc. We all remember the good old days when prices were good for a year or certainly a month. Today in some instances they are good for 24 hours. We continue to stock the inorganics we have always stocked, however we all know it will be tight as we move through the year. Our plant diversity has helped limited disruptions to date, but we know there is a limit to what anyone can do. The best plan is to call us early with your critical needs.

May’s market recap is worth repeating. As we have mentioned and many are experiencing, phosphate and sulfur based products have been tight and prices have been climbing. To add to that, farmers in China complained to the Chinese government about the price of fertilizer products in growing season. The government’s reaction was to levy a special, temporary export tax on certain products to deter exports. The special tax is to run from April 20 to Sept 30 and is between 100% and 135%, designed to increase availability in China during the season. On the list are MAP, DAP, Phosphoric Acid, Ammonium Chloride among other products. This has caused delays, cancellations and uncertainty in these products in addition to the expected interruptions of the Olympic Games.

To the above market information additional news is the major affect that Potassium Chloride is now having on Potassium Hydroxide and Potassium Carbonate. Some manufacturers are seeing prices rise by 100% after contracts expire. The shortage of Potassium Chloride is due to the rise in demand for use in fertilizers for food and bio-fuel. Add to that the increases in gas and electric costs and we have significant increases on Potassium Hydroxide and Potassium Carbonate.

The cost of P2O5 continuing to rise is again impacting Sodium Hexametaphosphate and Sodium Tripolyphospate. The Earthquake in China also will impact the supply of phosphorus and phosphate products.

The copper metal market has been stable in May. The market was described as in a "tug-of-war," with soft economic data holding back the market, but the soft U.S. dollar and overall strength in the commodities complex providing support. This stability in copper has resulted in stable Copper Sulfate prices.

Some Ship Lines Now Require Net and Gross Weights for Inner and Outer Packages

Recently two shipping lines, Maersk and CMA-CMG, announced that customers would be required to provide both the inner and outer packaging Net and Gross weights for the movement of hazardous materials. These weights are not required by the IMDG Code or the U.S. DOT. One possible reason these requirements are being implemented is these companies are instituting these rules to comply with requirements of a few countries like Australia. Several other companies believe that requiring this information constitutes an impediment to transportation and hinders commerce. Also, it is felt by some that the requirement to provide both inner packaging net and gross weights on dangerous goods declarations could create confusion and that electronic data interchange (EDI) systems may not accommodate the capture of this additional information.

So far Maersk and CMA-CGM will continue to remain the only companies requiring this information. The Vessel Operators Hazardous Materials Association (VOHMA) has submitted a proposal to the UN Committee of Experts on the Transport of Dangerous in order to clarify the intent of the Model Regulations and avoid confusion and delays in transport. The text in section 5.4.1.5.1 is proposed to be amended by adding the statement:

Our interview was concluded with no areas of deficiencies or recommendations for improvement due to these findings we are hoping our facility will be recommended for SHARP.

Our challenging markets continue. We are hearing about potential shortages caused by everything from high demand, environmental issues, commodity demand, and, and, and!

As we have mentioned — and many are experiencing — phosphate and sulfur-based products have been tight and prices have been climbing. Adding to that, farmers in China complained to the Chinese government about the price of fertilizer products during the growing season. The government’s reaction was to levy a special, temporary export tax on certain products to deter exports. The special tax is to run from April 20 to Sept 30 and is between 100% and 135%, designed to increase availability in China during the season. On the list are MAP, DAP, Phosphoric Acid, Ammonium Chloride among other products. This has caused delays, cancellations and uncertainty in these products. Add to that the expected interruptions of the Olympic Games.

Copper metal has remained strong in May, trading at historical highs. Although there is uncertainly on the demand side of the copper metal, supply issues like a strike in Chile continue to support the price and this affects Copper Sulfate.

An anti-dumping case has been filed against Citric Acid and associated citrates from China and Canada. This will reduce Citric Acid availability from these two countries and likely tighten supply in general. Most importers will stop importing product from China and Canada in anticipation of a special, additional duty (anti-dumping duty) should the case be forwarded to the Dept of Commerce by the ITC with a recommendation of continuing the action. Expect the availability to dwindle on these imports.

Other than that, not much is happening in the markets! For the most part, we have been able to maintain supply of all our inorganic chemicals. We balance holding products for existing customers with taking on new orders with the extra calls we are receiving. The Environmental Protection Agency is making federal environmental regulation more transparent by providing online information as soon as the agency begins the development of a new rule. 

The EPA is now using Action Initiation Lists (AILs) to notify the public about new rules and other regulatory actions. AILs will be posted on the EPA website at the end of each month, describing actions that were approved for commencement. Formerly, the EPA posted a Semiannual Regulatory Agenda with new regulatory actions, which was updated only every six months. 

The AILs provide summaries, agency contacts, and other information about the rules EPA approved for development. For example, the March 2008 AIL announced the agency's plans to issue an advanced notice of proposed rulemaking for greenhouse gases in late spring. This notice will solicit public input as EPA considers the specific effects of climate change and potential regulation of greenhouse gas emissions from stationary and mobile sources under the Clean Air Act. The March AIL also announced the agency's plans to propose a rulemaking that builds on EPA's existing renewable fuels standard program. The expansion of the program was mandated by the 2007 Energy Independence and Security Act. The February and March 2008 AILs are now available. The EPA expects to release the April AIL around April 30.

 

It has been a challenging market to say the least. We have seen price increases in the last few months at a pace that we can’t recall ever seeing. At the same time we have had high demand as some inorganic chemicals have been in tight supply. Although we always want to increase our customer base, we try to allocate products to existing, loyal customers first. At times this may mean turning other inquiries down while we have inventory. Our first commitment is to our long term customers. Although we try to project your needs, the best way to ensure your product requirements are met is to plan and work together.

Copper metal, which drives Copper Sulfate was trading around $3.70 per pound towards the end of February, rose to levels in the $3.90s, dropped to $3.60, and as we end March we are back to the $3.90 range. Although concerns of a U.S slow down in the economy were expected to soften copper metal prices, a weak dollar has sent investors to commodities. China also continues with strong demand for the metal. We are entering peak water treatment season. Call us for all your Copper Sulfate pesticide (EPA label) requirements. The following is a list of other increases we are all seeing:
Phosphates continue to see upward pressure with P205 in short supply and demand driving prices up. Much of this is going into fertilizer.
Sulfates continue to increase with tight supply and increasing prices of sulfur and sulfuric acid.
Potassium based products are increasing due to the difficulties in securing supplies of Potassium Chloride as a raw material.
Other products are seeing increases ranging from the low value of the dollar, energy, and plants in China under tighter environmental controls.

HELPING THE ENVIRONMENT AND REDUCING HAZARDS BY USING CFL’S PROPERLY

Many workplaces and households are switching from incandescent light bulbs to compact fluorescent lights (CFL’s) because they are proven energy savers and have a very long service life. The use of CFLs contributes to less overall air pollution because they require less energy and, therefore, put less demand on power plants. Environment Protection Agency study results describe the best way to use CFLs and the safest way to clean up the debris in the event of breakage.

It is important to properly recycle used bulbs in order to recover the small amount of mercury contained in each one. It is best not to throw the used bulbs into trash where the mercury will end up in our air, water and environment.

The use of a drop cloth in carpeted areas is recommended when installing and removing fluorescent bulbs. This will catch routine dust and debris as well as any accidental bulb breakage and will reduce the need to consider carpet removal.

Cleaning up a broken CFL is straightforward. Because of the potential exposure to mercury, however, dealing with a broken fluorescent bulb should be done using the following clean-up guidelines developed by EPA. http://www.epa.gov/mercury/spills/index.htm.
